Subject: Bern Convention: Plans to develop a European Charter on Angling and Biodiversity
Dear all,
I am contacting you to give you "advance warning" about current plans to develop a European Charter on Angling and Biodiversity, similarly to the European Charter on Hunting and Biodiversity that the Contracting Parties to the Bern Convention endorsed in November 2007. The European Charter on Hunting and Biodiviersity has been published separately by the Council of Europe, CIC and FACE.
The Standing Committee of the Bern Convention agreed to include this new Charter on Angling in the 2009 programme of activities of the Convention "subject to funding". A number of countries have expressed their support to this activity, such as Slovenia and Norway, but due to organisation of work, the Secretariat and the Bureau of the Convention have agreed to postpone this activity for 2010.
However, the work will be initiated in the late part of 2009, as our consultant (Mr Scott Brainerd, author of the Hunting Charter) will begin the preparation of a draft text. The plan is to hold a meeting of an "ad hoc working group for the development of a European Charter on Angling and Biodiversity" here in Strasbourg next spring. The meeting will review a full draft text of the Charter, which we can then revise in light of the comments and feedback received. This would allow us to have a complete text ready for submission to the Standing Committee at its meeting in November 2010.
The ad hoc working group would include representatives of Contracting Parties to the Bern Convention, and also observer organisations.
I would be grateful if you could let me know whether you'd be interested in receiving further information about this activity, including the meeting to be held in Strasbourg next year.
